English Local Authorities Plan to Dispose of Community Hubs and Sports Centres to Balance Books

According to a latest poll of municipal councils, English councils are planning to sell social clubs, athletic facilities, and shopping arcades as they bet on a rapid disposal of assets to stabilize finances.

Growing Financial Pressures Drive Asset Sales

The Key Cities Group representing second-tier cities in England reported that 60% of councils are intending to sell assets to cover the escalating costs of adult and children’s social care.

Councils have previously come under fire for selling playing fields and open spaces to shore up their budgets, but they contend they must continue to raise vital cash from property disposals or declare themselves bankrupt.

The group noted that a significant number of councils attempting to generate funds from a fire sale of assets represented “a distinct shift from 2024, when the majority (60%) of local leaders said they would focus on restructuring services and using savings to weather growing fiscal pressures.”

Detailed Examples of Planned Disposals

One local authority in southeast England announced its asset disposal plan featured the disposal of a retail complex in Rainham and a social club in another town to generate 20 million pounds over five years.

  • A local golf course and commercial properties owned in two English counties, which all generate rent for the authority, will also be sold under the plan.

Local Levy Rises and Broader Fiscal Strains

The survey of local authorities in the coalition, which covers several urban centers, also found that more than 70% of authorities will have to raise council taxes next April to cover the growing cost of essential services, increased rates of housing insecurity, and a persistent housing shortage.

Medway council said it will proceed with asset sales after steep rises in the cost of children services, support for vulnerable learners, elderly and disability services, and short-term housing.

“We are adopting creative strategies but some of these take time to deliver both improved services and cost efficiency,” stated a council leader.

He continued: “We face demographic pressures which will persist to add to the pressures we have. As a unitary authority, we had a 91% cut in our central funding from over the past decade, which is very challenging.”

Countrywide Patterns and Forecasts

A survey of county councils this week further found council budgets being stretched by the increasing figures of children and older individuals needing special educational assistance.

A network of councils projected that council deficits will hit 4.4 billion pounds a year by 2029, as they grapple to cope with increased demand.

Ministers have delayed scheduled changes to the Send system until the coming year after a policy document outlining those reforms was recently delayed.

Deprivation and Financial Gaps

According to the most recent deprivation measures (IMD) for UK local authorities, many key cities members were among the most disadvantaged in the country.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the most deprived 30 nationally under the 2025 IMD measures,” noted the study.

“While only a single urban area is among the ten most deprived for deprived neighbourhoods countrywide, urban areas are far more likely to be in the most deprived fifth of the nation. The figures underscores the scale of challenges confronting local leaders across major urban centers in the coming year,” the analysis added.

“Local government leaders have been clear about the necessity for a equitable and lasting financial structure that reflects and addresses the actual extent of disadvantage and need,” said Michael Mordey.

“Without this, councils will persist to face impossible choices around which vital provisions to fund, and which to cut, to the detriment of their residents.”

A fifth of local authorities have reduced or weakened social care provision in the last year, the survey revealed.
